The Municipality
Tsar Kaloyan Municipality is situated in the northeastern part of the Danubian Plain in Razgrad District (North-West Bulgaria). The administrative center of the Municipality is traversed by the first-class road Ruse - Varna, which is a direct and strategic connection between the Danube and the Black Sea. The municipal center is at a distance of 27 km from Razgrad, 35 km from Ruse city and 8 km from the railway station in Vetovo town.

The Beli Lom reserve is in the Municipality. It occupies an area of 7,730,000 sq. m with forests, rocks and flooded areas of the Beli Lom River. The caves and rock niches contain preserved remains of old Christian monasteries and churches. Remains of a fortification and a marble relief of Cerera - the goddess of agriculture and fertility provide evidence about the inhabitants of this land under the Roman domination. Two dam lakes and eight fish-farms exist in the Municipality Tzar Kaloyan and offer opportunities for sports fishing.
The District
Razgrad Region is situated in the northeastern part of the Danube Plain, in a plain and hilly area. It is bounded by the regions of Ruse, Silistra, Shumen and Turgovishte. Razgrad Region is close to Danube River, the larger part of the region being in the Ludogorsko Plateau. The only large river is the Beli (White) Lom, which divides the region in two – the northern part and the southern part.
The road Ruse-Varna passes across the region as well as the Ruse-Varna railroad the first railway built in Bulgaria.
There are about 1,200 stationary cultural monuments in the region, which, along with the thousands of items and documents, illustrate the rich material and spiritual culture of the tribes and peoples who have been living in the Ludogorie throughout the millennia.
The archaeological reserve of Sboryanovo is in this area, having been a cult and religious center of several religions from antiquity to present time. The unique Tomb of Shvestari, with a frieze of caryatids, which belonged to a Thracian ruler is among the preserved over 100 Thracian mounds. It was discovered during archaeological excavations in 1982 and has been put on the UNESCO List of World Cultural Heritage.
The ancient town of Abritus is near Razgrad. Vestiges of ancient and medieval settlements and fortresses have been found in other places of the region as well. The Bulgarian Alians (Kazilbashi) occupy the area near the towns of Kubrat and Isperih. They have interesting customs and traditions preserved even today.
The hunting site of Voden offers wonderful conditions for hunting tourism. The populations of red and fallow deer, wild boar, aurochs and mouflon are regarded high as trophies.
